What do I know? I’ve been blogging for all of two weeks. But I’d say

1. Offer something fresh/unpredictable.
2. Be brief
3. Link, link, link
4. Pimp your blog on twitter, FB, but not too much
5. blog a lot

I think blogging often is obviously the most important thing- you need something to encourage people to keep coming back. On that note, I think writing with personality is key. Like mleidigh said, you have to have a bit of humor. People have to want to read your stuff, to hear what you have to say.

I hate to say it, but the best way to be a great blogger is to blog more often. My hits go up when I post more often and down when I neglect the blog(s). Also, commenting and sharing your blog with others on their blogs, Twitter feeds (how I found you), and Facebook seems to help traffic issues.

I’ll be interested to see what other people have to say, though.
